• The payment schedule would have a ceiling. It would be based on age and past reported wages, salaries and taxable income. It would not exceed the median individual American income. Half of all pay of this nature would have to be repaid out of future earnings. Unpaid debt at death would be doubled and owed by the debtor's estate.

• The training offered above would include training at cooperating colleges and technical schools under government contract. Government contracting officers would include those in the Departments of Army, Navy, Air Force, Energy and others named by the President. Contracts would aim to supply the civilian work force necessary for American security and prosperity in the immediate future and beyond. They could dovetail with officer training for our uniformed forces.

• Infrastructure additions and maintenance; energy independence; excellence in public education; maintaining health and competence; and similar national requirements, would provide many of the jobs and professions at which the training above would aim.
