The Civil Right to Work (July' 09) an e-book in the public domain page 2
We are wary of any attempt to fix the law as text or meaning that mocks the future as though it were the past.
Where principles endure, interpretation of law may appear to enjoy a constancy.
But, in general, new facts update the law that jurists must apply. Legislation, itself, should do the same. We present rights and rules herein to obey the Golden Rule and currently promote liberty, prosperity, enlightenment and peace.
Proposed LawA productive and free people being necessary to the well-being and security of nations and the survival of the human race, the right to work at a fair wage is hereby established.
To guarantee this right, The Full Employment Guarantee Bank (FEGB) is chartered and empowered to finance full employment under law. Congress shall shall fund the Bank, regulate the value of money and credit of the United States, and enact necessary ancillary law under the Constitution in consonance with its preamble.
The Bank shall accept applications by unemployed persons and under-employed persons and help them to find the work they want and promote the public interest. In this role, the Bank acts as a UNited States Employment Agency.
